Below are some questions municipalities may want to answer (either individually, or jointly, if possible) to evaluate the results of an intermunicipal cost-sharing agreement.
- Were service targets met?
- Were budget targets met?
- Is there interest in continuing the service from the Political, Public, or Administrative perspectives?
- What have the counterparties to the agreement experienced, and how do they feel?
- Is there strong agreement to continue?
- Revisit the business case, implementation and service delivery to determine if goals/timelines/implementation targets are being met
- What are the alternatives at this stage?
- What are the consequences of the alternatives?
- Does the agreement achieve originally stated goals?
- Does the service provide value for money to your constituents?
- Has feedback been received from all involved on the success of the agreement?
- How effective are designated roles and responsibilities in supporting the agreement implementation?
