Below are some questions municipalities may want to answer (either individually, or jointly, if possible) to evaluate the results of an intermunicipal cost-sharing agreement.


  • Were service targets met?
  • Were budget targets met?
  • Is there interest in continuing the service from the Political, Public, or Administrative perspectives?
  • What have the counterparties to the agreement experienced, and how do they feel?
  • Is there strong agreement to continue?
  • Revisit the business case, implementation and service delivery to determine if goals/timelines/implementation targets are being met
  • What are the alternatives at this stage?
  • What are the consequences of the alternatives?
  • Does the agreement achieve originally stated goals?
  • Does the service provide value for money to your constituents?
  • Has feedback been received from all involved on the success of the agreement?
  • How effective are designated roles and responsibilities in supporting the agreement implementation?
