The County of St. Paul is currently seeking applications for a full-time Communications Officer based on a 35-hour work week. The position shall report to the Chief Administrative Officer (CAO) of the County, the Communications Officer works closely with other internal teams in providing strategic, timely, and effective communications both internally and externally, including crisis communications, and developing and managing the public concern and reporting system.
The successful candidate shall have a University Degree in marketing, communications, public relations, design, or a related field. An equivalent combination of education and experience may be considered, preferably within a municipal setting.
Candidates must have strong skills in effective use of various media, including websites, social media, organizational communications, print, and radio. This position supports the County of St. Paul as a fast-paced, growing community, with plenty of opportunities, and requires an adaptable and self-motivated individual.

Coordinating Internal Communications
- Coordinating internal communications, including developing and/or co-developing content.
- Ensuring that the communication materials are clear, succinct, effective, and timely.
Managing External Communications
- Executing the communications strategic plan, including social media strategy.
- Developing engaging content for external communication and marketing materials including digital imagery for social media streams, posters, brochures, one-pagers, newsletters, speeches, annual reports, letters, video projects and the website.
- Monitoring and updating the County website.
- Tracking, analyzing, and reporting on social media and website analytics.
- Developing, implementing, and maintaining a public concern and reporting system.
Managing Crisis Communications
- Managing crisis communications, including ensuring that senior management and the County Council messages are communicated clearly, efficaciously, and in a timely manner. The Communications Officer will own ensuring that the language, media, and format used best supports the needs of the County and audiences involved, as well as ensuring that the County brand is maintained and respected.
Design and Branding
- Maintaining and enhancing the County’s brand while ensuring that the County identity and key messages are consistently conveyed in all marketing and communication material.
- Managing the County advertising budget.
- Managing the County’s messages in the media (social, print, radio).
- Coordinating the County’s participation in trade shows, conferences, public engagement strategies and career fairs.
- Designing the internal and external materials required.
Maintaining Strategic Planning Processes and Documentation
- Maintaining and revising as needed the strategic planning processes and documentation to support senior management and Council in their discussions on longer-term planning and development of County goals, strategies, vision, and values.
- Ensuring that all communication materials are aligned with the County’s goals, strategies, vision, and values.
Knowledge, Skills, Abilities
The following are required in this position:
- Post-secondary degree in marketing, communications, public relations, design, or a related field. An equivalent combination of education and experience may be considered. A minimum of two years’ experience in corporate communications, digital communications, marketing, or related role, preferably within a municipal setting, but not required.
- Excellent verbal and written communication skills that allow for clear and concise communication of complex matters, while maintaining attention to detail and commitment to quality. Ability to apply critical thinking and problem-solving skills while exercising good judgement, including the ability to improvise and “think on feet”, learn fast, and continue to grow skill sets. Experience maintaining confidentiality.
- Ability to build and manage relationships and resolve issues and conflict in an effective, inclusive, transparent, and calm manner.
- Ability to be adaptable, keeping an open-mind, being honest, fair, and to deal professionally with all levels of staff and individuals external to the County, ensuring that a positive attitude is employed in day-to-day work.
- Being self-motivated and ability to work well with a team, with the ability to manage multiple, and often conflicting, priorities while meeting deadlines and maintaining attention to detail, accuracy, and respecting confidential information.
- Experience working with Adobe Creative Cloud, or similar program. Strong understanding of social media and the best ways to utilize these tools and evaluate success (e.g., Facebook, Twitter, LinkedIn, Instagram, Snapchat).
