Reporting to the Senior Community Peace Officer, the Community Peace Officer is responsible for enforcement of all applicable Yellowhead County Bylaws, including unsightly premises, land use enforcement, and animal control. The incumbent is also responsible for enforcing applicable Provincial Statutes for which the officer is appointed.

Position Responsibilities

General

  • Provide effective patrols, enforcement and investigation of all related complaints.
  • Respond to public inquiries both in person and by telephone.
  • Assist the Senior Community Peace Officer in the development of bylaws and policy, budget preparation, the monitoring of expenditures, the administration and maintenance of records.

Patrol, Investigation and Enforcement - Bylaw Enforcement

  • Provide for the enforcement of all Yellowhead County Bylaws for which the incumbent is designated.
  • Discuss the requirements of the Bylaws with the people involved and attempt to reach an understanding and obtain voluntary compliance with the Bylaws.
  • Enforce Bylaws by issuing warnings, orders, municipal violation tickets, and summonses to correct problems.
  • Correct problems when orders are not obeyed by arranging for required work to be completed.
  • Regarding Land Use enforcement, investigate issues related to unsightly premises, dangerous properties and illegal development and decide on appropriate action to be taken.

Patrol, Investigation and Enforcement - Animal Control

  • Investigate and assist in resolving Animal Control complaints. This may involve the handling or capture of stray/vicious domestic animals and transport to a holding facility.

Patrol, Investigation and Enforcement - Infrastructure Protection

  • Incumbent provides for the enforcement of Weights and Dimensions, CVSA, Transportation of Dangerous Goods, for which the Officer is designated.

Patrol, Investigation and Enforcement - Traffic Safety

  • Incumbent provides for the enforcement of Traffic Safety Act and related Regulations for which the Officer is appointed.

Administration

  • Cooperate with the justice system to ensure timely processing of enforcement administration.
  • Maintain accurate files.
  • Assess present and future projects.
  • Investigate options for service improvement and maintain inventory of officer equipment and material.
  • Provide advice to County staff regarding Municipal Enforcement issues.

Minimum Qualifications

Education/Skills

  • Must meet minimum criteria required to obtain an appointment as Community Peace Officer Level 1 through Alberta Justice and Solicitor General Department
  • Valid Class 5 Operator’s License
  • Acceptable driver’s abstract
  • Clear criminal records check
  • Defensive driving course
  • High School Diploma
  • Familiar with enforcement procedures
  • Knowledge of Microsoft Office
  • An equivalent of two (2) years experience in a combination of animal control or handling, enforcement, government services or similar public or private sector work.

Preferred Qualifications

Education/Skills

  • Post-secondary degree or diploma in Criminal Justice, Law and Governance, or Law Enforcement related field

Experience In

  • Experience in enforcing Land Use Bylaw and Unsightly Premises Issues as a Bylaw Officer or Community Peace Officer
  • Two (2) years experience in Law Enforcement
  • Two (2) years experience with Animal Control
  • Two (2) years experience dealing with the public
  • Experience in Commercial Vehicle legislation and enforcement or operation and maintenance

Working environment:

  • Position involves completing multiple demands and managing short and long term projects and files.
  • From a technical perspective, the incumbent must be fully familiar with Municipal Enforcement, Bylaws, Provincial Acts and the Justice system.
  • From an interpersonal point of view, the incumbent deals with the general public and encounters the most difficult stressful situations where law enforcement actions are required.
  • The incumbent may need to deal with belligerent, non-compliant offenders.
  • Threat from physical injury and assault is high.
  • May be required to interact with diseased or vicious domestic animals.
  • Must mitigate disputes between neighbors.
  • The incumbent often works alone.
  • Significant travel is required when performing fieldwork.
  • Work is divided approximately as 25% office work and 75% fieldwork.
